The short version
- New launch = buy off-plan from the developer, pay progressively, wait for it to be built.
- Subsale = buy a completed unit from an existing owner; move in or rent immediately.
- New launch: lower upfront, pay-as-it-builds — but completion and delivery risk.
- Subsale: what-you-see-is-what-you-get, rent from day one — but you reach the full price sooner.
The two ways to buy
Every purchase in Malaysia is one of these two. They’re not better or worse — they’re different risk-and-timing trades.
New launch (off-plan) — the trade
You’re buying a unit before (or during) construction, usually straight from the developer.
- Upside: progressive payment tied to build stages (lighter cash early), newest spec and layouts, and sometimes developer rebates or package deals.
- Downside: you’re buying a promise — completion can run years and slip; the finished unit and view may differ from the show gallery; and some pockets carry oversupply risk on handover.
Subsale (completed) — the trade
You’re buying a finished unit from its current owner.
- Upside: you see the actual unit, view and finishes; you can rent it out or move in from day one; and the building’s management and track record are visible.
- Downside: you reach close to the full price sooner (less staged), and the spec may be older.
For international buyers specifically
- Both need state consent, and 8% stamp duty is triggered on the transfer (MOT — Memorandum of Transfer) either way. → stamp duty
