Can Foreigners Buy Landed Property in Malaysia? (2026) — By State

The short version

  • Sometimes — it depends entirely on the state.
  • KL: yes (RM1m floor). Selangor: effectively no (strata / gated-strata only, statewide). Penang Island: yes at RM3m. Johor: yes in designated zones at RM2m. †
  • Strata (condos) is the open path almost everywhere; landed (houses) is the restricted one.
  • Whatever you buy still has to clear the state minimum price + state consent.

The short answer: it depends on the state

Landed = a house on its own land title (terrace, semi-detached, bungalow). Strata = a unit in a shared building (condo, serviced apartment). For international buyers, strata is the open path; landed is where the restrictions bite — and they vary sharply by state.

💡 Selangor is the one that catches people: even at a high budget, individual-title landed houses aren’t open to international buyers there — the route is strata or gated-strata schemes. †

What you can’t own anywhere

Malay Reserved land, Bumiputera-quota lots, and agricultural land — regardless of state or budget. Some landed projects sit on these, so check the land title before you fall for the house.

Even where landed is allowed

Two gates still apply: the state minimum price, and state consent (the government’s approval of the transfer). Landed approvals can take longer than strata.
