Start with the trips you expect to make. A Johor home for weekends near Singapore and a Kuala Lumpur base for city stays serve different routines. Singapore citizenship does not remove Malaysia’s foreign-buyer checks, so the actual unit still needs to qualify before you pay a booking fee.
Tell me whether you expect to use the home mainly in Johor or KL, and whether it is for your own stays or another purpose. I can help you shape the first shortlist around that.
Will most of your trips take you to Johor or KL?
Johor may suit you when regular trips are near Singapore or southern Johor. Kuala Lumpur may make more sense if work, family visits or time in the city bring you there more often. Compare the travel pattern with the rooms you need and monthly costs you can carry. Keep rental income or a future price rise as possibilities, not promises.
The RTS Link passenger service is targeted for February 2027, subject to safety certification and regulatory approvals. It is a target date, not a guaranteed opening, travel time or property-performance promise.
What foreign-buyer rules apply to the actual home?
The answer depends on the property, not just the city. Check the state policy, property category, title, price threshold, quota and consent for that unit. Johor PTG lists eligible categories and exclusions; Kuala Lumpur’s public-sector overview gives RM1m as a general reference subject to approval. Those are separate schedules, and neither establishes that a particular unit is eligible.
For the home you are considering, a Malaysian solicitor can identify the buyer named in the SPA, title restrictions and any required state approval. If a company purchase is on the table, understand the ownership, control and tax consequences before comparing it with a personal purchase.
How the SPA date affects transfer duty
For a qualifying residential transfer to a foreign company or an individual who is neither a Malaysian citizen nor permanent resident, the general 2026 rate is 8% when the SPA is signed on or after 1 January 2026. Duty is based on the higher of the consideration or market value. Malaysian permanent residents are outside this specific buyer category. The rate for your purchase depends on buyer status, property and signed instrument, so have your solicitor apply it to those details. Legal fees, loan costs and state charges sit outside this transfer duty.
If MM2H is also part of the plan
Current MOTAC programme rules make a residential purchase a condition for MM2H categories, with different category values. The SEZ/SFZ route has its own Johor state purchase conditions. This is an immigration programme requirement; it is not a discount or permission that automatically applies to a home elsewhere. Read the latest official terms before applying.
To work through the wider route, see the foreign-buyer guide and state price references. A Budget 2027 proposal becomes law only after legislation is passed and takes effect.
General information, not tax, immigration or investment advice. Confirm current rules and the selected unit with the authority and your solicitor.
