MM2H vs PVIP: Compare Malaysia’s Long-Stay Passes

MM2H vs PVIP: Compare Malaysia’s Long-Stay Passes

Facts checked: 24 October 2026 · Jacky Yong, REN 77674

A longer stay can sound appealing before you are ready to choose a home. This is where the passes lead to different plans. Federal MM2H requires a residential purchase after approval and a yearly stay for participants under 50. PVIP requires no property purchase or minimum stay, but has substantial financial tests and fees of its own.

Both are long-stay passes, and neither grants Malaysian permanent residence or citizenship. The comparison below uses official information checked on 24 October 2026.

MM2H: the home comes with the commitment

For federal Silver, Gold and Platinum, the home purchase is required after approval. As you move up a tier, both the fixed deposit and minimum residence price rise.

CategoryFixed depositMinimum residence pricePass term
SilverUSD 150,000RM 600,0005 years
GoldUSD 500,000RM 1,000,00015 years
PlatinumUSD 1,000,000RM 2,000,00020 years

The deposit and time in Malaysia affect how the home fits your plans. After approval, up to 50% of the MM2H fixed deposit may be withdrawn for listed purposes such as a home purchase, education, medical costs or tourism in Malaysia; confirm timing and process with the One Stop Centre and bank. Participants below 50 must stay a cumulative 90 days yearly, which the principal and/or eligible dependants can meet together. MOTAC says participants aged 50 and above have no minimum stay.

The category also changes what you may do: only Platinum includes career and business/investment permissions. SEZ/SFZ is a separate category with its own property and eligibility rules, so it is not in this table.

PVIP: more flexibility on a home and time in Malaysia

If you want a long stay without a required home purchase or minimum time in the country, PVIP has that flexibility. Immigration’s FAQ says there is no age limit or minimum stay. A pass may be approved for up to 20 years with multiple-entry facilities. Employment and legal business activity are allowed under Malaysian law, subject to other licensing and sector rules.

That flexibility comes with a high financial threshold. The stated test is onshore and offshore income of RM40,000 monthly or RM480,000 annually, or an alternative total net-worth test of at least RM1 billion. Applicants also place RM1 million in a Malaysian licensed bank. The FAQ allows a 50% withdrawal after six months for real estate, medical or education purposes, with an Immigration recommendation letter; this is not freely available cash.

The participation fee is RM200,000 for the principal and RM100,000 for each dependant. The Immigration FAQ also lists a 10-year dependant pass for RM50,000, half the standard RM100,000 fee. The participation fee is non-refundable. Other visa, pass and security-bond charges may apply and can vary by nationality; before paying, confirm your passport’s terms with an Immigration-appointed agency and check its current authorised list.

Which commitment fits the way you plan to stay?

  • MM2H may fit if you intend to own a Malaysian home anyway and can accept the purchase, holding and stay conditions for your category.
  • PVIP may fit if you want to rent or buy, do not want a minimum-stay commitment and can meet its income or net-worth test, deposit and fees.
  • Neither is a PR shortcut. Ask Immigration or a licensed immigration adviser about permanent residence separately.

The pass requirement is one part of the decision; the home still needs to suit how you will use it. Compare title, buyer eligibility, full cost, layout, location and how long you expect to stay. I can help with that property side. Share your intended use and target area or budget. For pass eligibility and documents, speak with MOTAC, Immigration or an authorised immigration adviser.
